House District 54 Rep. Matt Soper (R-Delta) finished his last term in the state Legislature earlier this month, with his final bill passing unanimously in both chambers. The bill, HB26-1432, will address an issue that the politician and Delta Health board chairman said is close to his heart: rural hospital funding and solvency.

The law addressed the Hospital Transformation Program (HTP), a federal-state initiative that aimed to emphasize quality over quantity in health care by financially rewarding or penalizing hospitals for meeting certain data benchmarks and reporting requirements.

While well-intentioned, Soper said the growing list of regulations and requirements under the Colorado Department of Healthcare Policy and Financing (HCPF) has inadvertently cost rural hospitals millions of dollars.
