As Director of Business Development, Tom provides strategic leadership for CCA Rx and works across WHA, CCA, and HCM to strengthen and expand participation in existing business lines, programs, and services. He also focuses on enhancing member and client engagement and supporting the continued growth and long-term sustainability of offerings. Tom has a strong history with WHA, most recently serving as Chief Innovation Officer from 2021–2025. Prior to that, he was Vice President of Information Strategy from 2015–2016 and Director of IT Collaboration from 2012–2015. During his time at WHA, he has been instrumental in the development of IT shared services, strategic interoperability, and analytics road mapping. Tom also played a critical role in the early formation of CCA, helping address population health management and develop value-based contracting initiatives. Among his most recent accomplishments is the development and launch of CCA Rx, a pharmacy benefit administration program for self-funded employers. Outside of his experience with WHA, Tom has served as Vice President of TeleNeph; Operational Consultant for Queen’s Health System in Hawaii; and National Director, Telehealth Solution Consulting, Operations, and Regional Communications for Kaiser Permanente. Prior to joining WHA in 2012, he worked with the Colorado Regional Health Information Organization as Outreach and Development Manager. Tom holds a Master of Science in Management from Regis University and a Bachelor of Arts in Communication from Metropolitan State College.
